Monroe County Mugshot Record Meaning
A booking photograph is a still image made by a law-enforcement agency after arrest or lawful custody. For a Monroe arrest sent to Southern Regional Jail and Correctional Facility, WVDCR may hold the regional-jail booking image. The Monroe County Sheriff's Office may hold a separate image if its staff created one. A later WVDCR prison photograph belongs to the state offender record and may not be the original photo from the Monroe arrest.
Release does not rewrite the image's origin. The jail roster can stop displaying a person after custody changes while the agency still retains a booking or offender file. Public-web display and legal record retention are separate questions. No official source reviewed states how long a released SRJCF image stays visible, or promises that every public detail record contains one.
A photo also lacks legal context. Pair it with the court docket, signed disposition, and verified custody event. A charge can be dismissed, no indictment can be returned, or a person can be acquitted. Bond release means the case continues. A transfer is not community release. Exact labels protect both identity and accuracy.

Federal Prison Camp Alderson is another separate branch. The BOP locator is designed for custody and release status and is not a general public mugshot archive. A federal image request follows federal records rules. ICE detention also uses its own locator and records channels. Neither should be searched through the Monroe regional-jail interface.
No Monroe County Mugshot Feed
The official channel sweep found no Monroe County or SRJCF rolling recent-release page with booking photographs. The WVDCR gateway offers Daily Incarcerations, jail search, prison search, and Escapees and Absconders. Daily Incarcerations is an admissions or current-custody snapshot, not a 24-hour or 72-hour released-person gallery.
No official Monroe Sheriff mobile app with an inmate lookup, release list, or mugshot function was found either. The Monroe County government app page describes alerts, news and events, dates, contacts, and directions. Those listed functions must not be expanded into a jail-photo feature. A newly discovered app should be used only after confirming the official publisher, agency link, data source, date window, image field, and update policy.
This absence changes the search method. Check a current official detail record if the person is still shown. If the record has left public view, ask WVDCR for the image created for the exact SRJCF admission. Use the Sheriff's records process only for a separately created local image. Request Monroe County Booking Photos
Send the request to the body that created or keeps the image. For a Monroe detainee admitted to SRJCF, begin with WVDCR's FOIA process and the facility. - Name the companion record. Request the final booking or release summary so the image stays linked to the correct custody event.
- Ask about retention. If the image is no longer online, ask whether the agency still holds it and under which schedule.
- Request separable portions. If part is exempt, seek the nonexempt material and the legal basis for each withholding.
- Check the disposition. Obtain the court order before describing what happened in the case.
Under W. Va. Code §29B-1-3, a public body generally must take one of the statute's listed response actions as soon as practicable and within five business days, excluding Saturdays, Sundays, and legal holidays. The law permits actual reproduction costs, not search or man-hour fees. Exemptions can protect law-enforcement, personal, medical, security, sealed, expunged, or other material. The deadline does not promise that a large production will be finished within that period.
Verify Monroe County Mugshot Identity
Never identify a person by photograph alone. Compare the middle name or initial, birth year, offender or booking number, booking date, court case number, arresting agency, and facility. A WVDCR prison image can look newer than the SRJCF image. An old article can reuse an earlier photo. Common names make this check vital.
The court record supplies the missing legal frame. Use the West Virginia Judiciary access page to search both Magistrate and Circuit systems. Monroe is part of the Thirtieth Judicial Circuit with Summers County. A first appearance or bond order may sit in Magistrate Court, while later felony disposition and sentencing may appear in Circuit Court. Obtain the signed order if a short index entry is unclear.
When a custody photo and court record conflict, do not guess. Save the source, URL, access date, and reported identifiers. Ask the creating agency to verify the admission. For a correction, send the disputed record, the certified court order, and the precise field believed to be wrong. Preserve only what is needed to make the correction.

Monroe County Photo Publication Limits
West Virginia Code §62-1-6a regulates a specific channel: law-enforcement sharing of certain booking photographs on social media. It defines a booking photograph and generally bars a law-enforcement agency from social-media publication after arrest for a minor offense, subject to stated exceptions. These can include a later conviction, a fugitive or imminent-threat finding where publication aids safety or capture, or a court order finding a legitimate interest.
The statute also provides a removal route from the agency's social-media page after a qualifying request by the subject or authorized representative when the charge was dismissed, no indictment was returned, the person was acquitted, or the conviction was reversed, vacated, or nullified. The agency must remove the image from that social-media page within fourteen days when the statutory conditions are met.
That rule is narrow. Its law-enforcement definition expressly excludes DCR and subordinate organizations, so it is not the rule for a WVDCR prison-offender photo. It is not a blanket FOIA exemption, a duty to publish every image, or an erasure command for private copies. The research found no separate West Virginia anti-pay-to-remove statute. Agency publication, public-record disclosure, court expungement, and private republication remain distinct questions.
Monroe County Mugshots and Expungement
Expungement can change lawful public access when a court grants relief under the governing law. W. Va. Code §61-11-26 contains eligibility rules, waiting periods, exclusions, petition details, notice, and judicial factors for covered convictions and records. It does not mean every dismissal, arrest, misdemeanor, felony, booking photograph, or jail file can be erased.
If an order covers the relevant record, send a certified copy to the agency that controls the image and identify the exact public posting or database entry. For social-media removal under §62-1-6a, use that statute's request route and qualifying outcome. For a WVDCR record, use the agency's correction, FOIA, and offender-record policies. A blank search should never be labeled expungement without proof.
Commercial photo pages and paid removal offers are not official proof. Do not rely on their labels, link them as authority, or assume payment changes an agency record. Local news and agency releases can also remain online after live custody ends, but they must be read in their dated context.
